Leaving Citizens: what depopulation and the Clearinghouse mean
Independent explainer from Nymble Insurance. For official details see Citizens' Depopulation Program.
Depopulation (takeout offers)
Florida law requires Citizens to move policies back to the private market where possible. Insurance companies approved by the Office of Insurance Regulation can offer to take over ("assume") Citizens policies. If yours is selected, Citizens mails a depopulation packet listing the offers and estimated premiums.
You or your agent register your choice by the deadline in the packet. If you don't choose, Citizens says it will assign your policy to the takeout company with the lowest estimated premium. Since 2022, if an offer is not more than 20% above your Citizens premium, you may not be able to stay with Citizens.
The Clearinghouse
New applications and renewals for most Citizens personal-lines policies are run through the Citizens Clearinghouse. Citizens says that if a private insurer offers comparable coverage for no more than 20% above the Citizens premium, you are not eligible for Citizens.
What to compare before you accept an offer
- Coverage limits, especially dwelling and other structures
- Hurricane and all-other-perils deductibles
- Roof coverage and settlement terms
- Exclusions and endorsements that differ from your Citizens policy
- The insurer's financial strength rating
We're happy to go over a takeout offer or renewal with you. Request a review.
