How does the Florida Market Assistance Plan (FMAP) work?

FMAP is a free referral service created by Florida law in 1985 and administered by Citizens Property Insurance. You register a property quote request at fmap.org, FMAP makes it available to participating licensed agents and insurers, and agents who think they can help contact you. FMAP itself is not an insurer and does not quote.

Who runs FMAP?

The Florida Market Assistance Plan was authorized by the Florida Legislature in 1985 (section 627.3515, Florida Statutes). It is administered by Citizens Property Insurance Corporation and governed by the same board members as Citizens. It is not an insurance company and does not give quotes.

What happens when you register on FMAP.org?

  1. You submit a Property Quote Request.
  2. FMAP provides your property information to participating local agents. Agents can search the database in real time and set daily alerts.
  3. When an agent "tags" your request, FMAP says they receive your contact information, property address, need-by date, coverage amount, property type, year built and construction type.
  4. Agents who think they can help contact you. Multiple agencies may reach out.
  5. Agents report results to FMAP within 30 days.

Who sees your information, according to FMAP's privacy notice?

"The information you provide will be made available to Florida licensed agents and insurance companies participating in FMAP solely for the purpose of offering you insurance coverage."

The notice also says FMAP "cannot complete the transactions you request without sharing the information as described," that participants are legally bound to use it only to offer you coverage, and that FMAP does not share it for marketing. Source: FMAP privacy policy.

Who can participate?

Licensed Florida agents with at least 10 qualifying direct appointments with authorized carriers writing new personal residential business. FMAP leads may not be placed with Citizens or surplus lines carriers.

Why do people get several quotes from the same carrier?

Participating agencies largely quote from the same pool of carriers. No agency gets better rates from a carrier, since rates are filed with the state, so different prices from one carrier usually reflect different coverage.

What's the alternative?

If you'd rather work with one agency, request a private quote from Nymble Insurance. Your request goes only to us, we quote every applicant, and you can still use FMAP.
